One of the challenges to conduct secondary analysis research is data sharing agreements. For example, the form to request HRA ethics approval for studies involving data include a number of questions about data controllers and data managers that are not always easy to find answers for (e.g., different trusts would have different data governance policies). When it comes to RoR, the challenges are similar. What would be the governance mechanisms to conduct a study involving different funding organisations? It would be useful to have agreements in advance and facilitate data re-use for RoR purposes which can be used by researchers interested in the RoR discipline.
It will depend on the data being collated and who you’re collecting it from. Since joining the MRC in 2014 I’ve managed two of the “UK Health Research Analyses” reports, coordinating with ~146 organisations regarding their health-relevant research awards. For that we were lucky in that the majority of award data being requested was either in the public domain already or was already covered by pre-existing data transfer agreements between major UK funders.

There may be a future where data sharing agreements cover a wider type of data and facilitate secondary research.
